The Netherlands is an open, trade-oriented economy of about 18.1 million people. It has a statutory hourly minimum wage and, on top of it, many collective labour agreements (CAOs) that set pay and conditions for particular sectors. Logistics and ports, technology, agri-food, finance, health care and the public sector are the areas most readers look at. English is widely used in international firms, but Dutch matters in the public sector, health care and customer-facing jobs, and rents are a real part of any offer.

This guide covers the economy, where to search, the 2026 minimum wage, permits, labour law, holidays, social security and income tax, including what Japanese readers should know. For other markets, see our job-board guides for the United Kingdom, Ireland, Belgium and France.

Editorial boundary: This is practical job-search guidance, not legal, immigration or tax advice. We only list figures we could read in an official or primary source, and we mark those that come from press reports or a single professional summary as "reported" or "likely". Confirm details with UWV and werk.nl, the IND (Immigration and Naturalisation Service), the Belastingdienst (tax administration), Rijksoverheid (the central government), CBS (Statistics Netherlands), DNB and the ECB, the law texts on wetten.overheid.nl, or your employer before you sign.

World Bank modelled unemployment for 2025 is 3.9% (youth, ages 15 to 24: 8.8%), and remittances received are 0.4% of GDP. The national figures below are more recent.

The Jetten cabinet (D66, VVD, CDA) was sworn in on 23 February 2026. Its coalition agreement of 30 January 2026 aims to get a grip on labour migration but states that the expat scheme will not be cut back further.[^7]

Housing

Under the Wet betaalbare huur (in force since 1 July 2024), social rent is capped at EUR 932.93 a month for homes up to 143 points, and mid-rent homes of 144 to 186 points may not exceed EUR 1,228.07 a month for contracts that began on or after 1 January 2026. We found no primary source for city rents, so we give none.[^8]

What this means for a job seeker: unemployment of 4.0% is low, but youth unemployment of 8.8% means students and new graduates compete hard. The rent caps cover only regulated homes, so ask where you will live before you accept a job.

Monsterboard, YoungCapital, Jobbird, Werkzoeken, Glassdoor and Robert Walters were blocked when we tested them on 21 October 2026, so we do not link them. No primary source ranks Dutch job boards, so we call none the largest.[^9]

What this means for a job seeker: use werk.nl and one or two general boards for volume, add Werken voor Nederland for public-sector roles, and apply directly on large employers' pages.

werk.nl, UWV and Werken voor Nederland

werk.nl is the public job board of UWV, the benefits agency, and the portal where people register for benefits. Werken voor Nederland is reported to list central-government vacancies; we only confirmed that it loads. The Amsterdam and Leiden expat centres exist, but we could not confirm what services they offer, so ask them directly.[^10]

Recruitment and staffing agencies

Randstad, Tempo-Team, Adecco, ManpowerGroup, Olympia, Start People, Hays and Michael Page have working Dutch sites; we did not verify their specialisations.[^11] Two rules protect you:

  • No fee for job seekers. Under the Waadi (Wet allocatie arbeidskrachten door intermediairs), article 3(1), no consideration may be agreed with a job seeker for labour intermediation. Article 9 bars an agency from asking a worker for payment for being placed as an agency worker. Agencies may place workers only if registered (article 7a).[^12]
  • Licensing is coming. The Wtta (Wet toelating terbeschikkingstelling van arbeidskrachten) enters into force on 1 January 2027. Transition registration runs from 1 November to 31 December 2026, licence applications from 1 May to 30 June 2027, and from 1 January 2028 an agency may operate only with a licence or exemption from the Nederlandse Autoriteit Uitleenmarkt (NAU). The licence requires correct pay and tax returns, a certificate of good conduct (VOG), a EUR 100,000 deposit and approved housing for foreign workers. From 2028 an agency without NAU permission can be fined, and so can its client.[^13]

What this means for a job seeker: never pay an agency to find you work. The public NAU register is due to open from 1 July 2027.

Pay in 2026: the statutory minimum wage

Netherlands 2026 minimum wage: EUR 14.71 per hour from 1 January, EUR 14.99 from 1 July, 8% holiday allowance

The minimum wage has been statutory and hourly since 1 January 2024, so monthly pay depends on hours worked. It applies from age 15. For adults (21 and over) the gross minimum is EUR 14.71 an hour from 1 January 2026 and EUR 14.99 from 1 July 2026.[^14]

The government announced on 17 April 2026 that youth percentages rise from 1 January 2027: 87.5% at age 20, 75% at 19, 62.5% at 18, 50% at 17 and 40% at 16, with 30% at 15 unchanged.[^15]

Employees have a right to holiday allowance of at least 8% of wages (Wet minimumloon, article 15(1)).[^16] At the minimum of EUR 14.99 an hour, that is EUR 16.19 an hour including the 8%. At the ECB reference rate of 20 October 2026 (1 euro = 1.1215 US dollars; the rate ranged from 1.1177 to 1.1652 between 1 September and 20 October), EUR 14.71 is about USD 16.50, EUR 14.99 is about USD 16.81 and EUR 16.19 is about USD 18.16.[^17]

CBS reports average gross hourly pay in 2025 of EUR 31.79 for men and EUR 28.71 for women.[^18] CAOs can set higher floors than the statutory minimum, so ask which CAO covers the job (agency work: ABU and NBBU).[^11]

What this means for a job seeker: an adult offer should not be below EUR 14.99 an hour gross from 1 July 2026, with the 8% holiday allowance on top. Check whether the allowance is included.

EU/EEA and non-EU applicants: work and residence permits

Netherlands work authorisation: EU/EEA citizens need no permit, highly skilled migrant and EU Blue Card thresholds, orientation year, working holiday for Japanese aged 18 to 30
Netherlands work authorisation: EU/EEA citizens need no permit, highly skilled migrant and EU Blue Card thresholds, orientation year, working holiday for Japanese aged 18 to 30

EU/EEA and Swiss citizens need no residence or work permit to work in the Netherlands. For other nationals, the employer applies for a single permit (GVVA, handled by the IND) or a work permit (TWV, issued by UWV after a labour-market test).[^19]

  • Highly skilled migrant (2026 salary thresholds, gross per month, excluding holiday pay). Under 30: EUR 4,357. Age 30 or older: EUR 5,942. Reduced criterion: EUR 3,122, for those applying during or after an orientation year or within three years of graduating (including Dutch graduates).[^20]
  • EU Blue Card. EUR 5,942 a month, or EUR 4,754 under the reduced criterion.[^20]
  • Orientation year. One year, not extendable, with unrestricted work and no TWV. You must have studied or researched in the three years before applying at a foreign university in the top 200 of at least two of the THE, QS and ARWU rankings, and show IELTS 6.0 unless the course was in English or Dutch. The IND fee is EUR 254.[^21]
  • IND fees for 2026. EUR 423 for a highly skilled migrant permit, Blue Card, single permit for work in employment, and self-employed applications (including the treaty routes below); EUR 254 for the orientation year; EUR 85 for the working holiday. Fees change each 1 January, and the statutory decision period is 90 days.[^22]
  • EES and ETIAS. The EU Entry/Exit System started on 12 October 2025 and, per law-firm sources, has been fully operational since 10 April 2026. ETIAS is not yet in force and its start date is not yet fixed (2027 is reported).[^23]

Japanese nationals. Japan is exempt from the entry-visa (MVV) requirement and its citizens may stay visa-free for 90 days in any 180, but a residence permit is needed for stays over 90 days.[^24] The old work-permit exemption for Japanese employees ended in 2016 to 2017, so employment follows the normal route for non-EU nationals. This rests on law-firm sources rather than an IND page (likely), so check with the IND.[^25] Self-employment has a treaty route under the Dutch-Japanese Trade Treaty (DJFT), for example with a substantial capital investment, usually EUR 4,500. You register with the Chamber of Commerce (KvK) and invest within six months of the decision, and the IND fee is EUR 423.[^26]

Working holiday for Japanese. Applicants must be 18 to 30 at application. The quota is 200 Japanese a year, no MVV is needed, you apply online directly (pre-registration ended on 1 April 2026) and the fee is EUR 85. The 2026 quota was full on 7 April 2026, and the next applications open on 1 January 2027.[^27] MOFA counted 11,225 Japanese residents in the Netherlands on 1 October 2025, up 5.3% from 10,656 in 2024.[^28]

What this means for a job seeker: an EU/EEA citizen can start straight away; a non-EU applicant needs an employer who applies, so compare your gross monthly pay with the thresholds above. Japanese readers aged 18 to 30 should prepare for the 1 January 2027 working-holiday window.

Dismissal, transition payment and fixed-term contracts

  • Notice. The employer must give 1 month's notice after less than 5 years of service, 2 months for 5 to 10 years, 3 months for 10 to 15 years and 4 months for 15 years or more, and 1 month once the employee has reached AOW age. The employee gives 1 month, extendable in writing up to 6 months. Notice ends at the end of a month (BW 7:672).[^30]
  • Dismissal routes. UWV permission is needed for economic grounds and long-term incapacity, and the subdistrict court (kantonrechter) handles personal grounds (BW 7:669, 7:671a). We did not read these articles line by line, so do not rely on this guide in a dispute.[^30]
  • Transition payment. One third of a month's wage per year of service from the first day, due on dismissal by the employer, non-renewal on the employer's initiative or serious employer fault (BW 7:673). The cap is EUR 102,000 or one year's pay if higher in the text we read; it is indexed each 1 January.[^30]
  • Chain rule. More than three fixed-term contracts, or more than 36 months in total, with gaps of at most six months, make the last contract permanent. A longer gap resets the count, and a CAO can extend the limit to 48 months or six contracts (BW 7:668a).[^30]

What this means for a job seeker: check any probation clause against the limits above, and for fixed-term contracts count how many you have had under the chain rule.

Public holidays in 2026

Holiday2026 date
New Year's Day (Nieuwjaarsdag)Thursday 1 January
Good Friday (Goede Vrijdag)Friday 3 April (usually not a day off)
Easter Sunday and Monday (Pasen)Sunday 5 and Monday 6 April

Ascension Day (Hemelvaart)Thursday 14 May
Whit Sunday and Monday (Pinksteren)Sunday 24 and Monday 25 May
Christmas (Kerst)Friday 25 and Saturday 26 December

The dates follow the Rijksoverheid list of official holidays. No law gives a general right to a paid day off on these days; your CAO or contract decides. Liberation Day is a general day off only in five-year anniversary years by custom (2025, 2030).[^31]

What this means for a job seeker: ask whether your CAO or contract gives a paid day off on King's Day and Ascension Day. Easter Sunday, Whit Sunday and 26 December fall on weekends in 2026.

We did not verify the length of maternity leave and do not state it; ask UWV or your employer.

Japan. The Japan-Netherlands social security agreement has been in force since 1 March 2009. It covers pension and health insurance, lets staff posted for up to five years stay in the sending country's system, and allows insurance periods to be totalled.[^39]

What this means for a job seeker: your health insurance is a separate monthly cost plus a yearly deductible. If you are posted from Japan, ask your employer whether the agreement keeps you in the Japanese system.

Taxes on your salary

For people below AOW age, 2026 income tax on salary (box 1) includes national insurance:[^40]

Taxable income (EUR)Rate below AOW ageRate at AOW age (born on or after 1 January 1946)
Up to 38,88335.75%17.85%
38,883 to 78,42637.56%37.56%
Above 78,42649.50%49.50%
  • General tax credit. Up to EUR 3,115, phasing out at 6.398% between EUR 29,736 and EUR 78,426, where it reaches zero.[^40]
  • Labour tax credit. Up to EUR 5,685 at EUR 45,592, phasing out at 6.510% and reaching zero at EUR 132,920.[^40]
  • 30% ruling (expat scheme). In 2026, 30% of salary can be paid tax-free, up to EUR 78,600 (30% of the WNT standard of EUR 262,000), for a maximum of 60 months. The salary norm for specific expertise is EUR 48,013, or EUR 36,497 for under-30s with a Dutch or equivalent master's. From 1 January 2027 the allowance becomes 27% for new cases (reported). Cases started before 2024 keep the old terms, but sources differ on the cut-off, so check with the Belastingdienst.[^41]
  • No local income tax like Japan's resident tax. The Netherlands has no municipal or regional income tax comparable to Japan's resident tax (住民税). Municipalities and water boards charge property tax (OZB), waste and sewerage charges and water board tax instead; we give no amounts.[^42]
  • VAT. 21% standard rate and 9% reduced rate; Hotel and holiday-let stays moved from 9% to 21% on 1 January 2026 (campsites stay at 9%), and a plan to raise the rate on culture, media, sport and books was reversed in October 2025.[^43]

What this means for a job seeker: the credits reduce the final bill, so compare offers on net pay. If you are a recruited expat, ask before you accept whether the employer will apply for the 30% ruling, because the rate changes in 2027.

Language and what Dutch employers expect in a CV

  • Language. International firms often work in English, but Dutch matters for the public sector, health care and customer-facing roles. Write your CV in the language of the advert.
  • CV layout. Common practice, not a rule: one to two clear pages, a short cover letter and an ATS-readable layout. We found no primary source on photos or date of birth, so follow the advert.
  • Recognition of degrees. IDW compares a foreign diploma with the Dutch system. It values only nationally recognised diplomas of at least 1,000 study hours and currently has longer processing times.[^44]
  • Regulated professions. The BIG register requires Dutch at B2+ for doctors, dentists and pharmacists, B2 for physiotherapists and midwives and B1 for nurses and care workers; a course attendance certificate is not enough.[^45]
  • Identity and right to work. Employers must check your identity document at the start of employment, keep a copy and establish your right to work.[^46]
  • BSN and DigiD. DigiD is the Dutch government login. We did not verify how to obtain a citizen service number (BSN), so ask your employer or municipality.[^47]
  • Privacy. Keep your BSN and passport details off the CV, and do not send identity documents before you have verified the employer.
  • Guides. See our ATS-friendly CV guide and, as a model for English CVs, the UK CV format guide.

Verify a listing before sharing documents

The Fraudehelpdesk site was in maintenance when we checked, so the first point rests on search summaries of its pages (likely).[^48]

  • Fake offers arrive by WhatsApp, Telegram, e-mail and social media, often as "home-work" or review jobs that ask for money first. Do not respond to unsolicited offers and never pay to get work.
  • Legitimate agencies may not charge job seekers (Waadi articles 3 and 9).[^12]
  • Check that the advert also appears on the employer's own site.
  • If you sent an ID copy to a scammer, report it to the Centraal Meldpunt Identiteitsfraude and to the Fraudehelpdesk.
  • Do not send passport scans or your BSN until you have verified the employer.

A seven-day search routine

  1. Day 1: pick two sectors and save 20 adverts from werk.nl and one general board.
  2. Day 2: note repeated skills and which adverts need Dutch.
  3. Day 3: build one master CV and a tailored version.
  4. Day 4: set alerts and visit employer career pages.
  5. Day 5: non-EU applicants check the permit route and credential recognition (IDW, BIG).
  6. Day 6: send targeted applications in the advert's language.
  7. Day 7: review replies and keep the two best channels.

Final checklist before you apply

  • [ ] My CV is in the language of the advert and has no BSN or passport number.
  • [ ] I know which CAO covers the job and that the offer is at least EUR 14.99 an hour gross (adults).
  • [ ] As a non-EU applicant, my gross monthly pay meets the threshold and the employer has applied for my permit.
  • [ ] I know the hours, probation, notice period and leave in my contract.
  • [ ] I have checked whether the 30% ruling applies and what my net pay will be.
  • [ ] No one has asked me for a fee for a job or a permit.

FAQ

What are the best job sites in the Netherlands?

Start with werk.nl and a general board such as Indeed Netherlands or Nationale Vacaturebank, add Werken voor Nederland for public-sector roles and EURES for EU/EEA moves, and apply directly to large employers.[^9]

What is the minimum wage in the Netherlands in 2026?

For adults (21 and over) it is EUR 14.71 an hour gross from 1 January 2026 and EUR 14.99 from 1 July 2026, about USD 16.50 and USD 16.81. Holiday allowance of at least 8% is paid on top, making EUR 16.19 at the July rate.[^14][^16][^17]

Can I work in the Netherlands without speaking Dutch?

In international firms, often yes. Dutch matters in the public sector, health care and customer-facing jobs, and the BIG register requires Dutch at B1 to B2+ for foreign health professionals.[^45]

How does the highly skilled migrant permit work?

Your employer applies. In 2026 the gross monthly salary (excluding holiday pay) must be EUR 4,357 under age 30, EUR 5,942 at 30 or older, or EUR 3,122 under the reduced criterion. The IND fee is EUR 423.[^20][^22]

Can Japanese citizens use the working holiday scheme?

Yes, if aged 18 to 30: 200 places a year, fee EUR 85. The 2026 quota was full on 7 April 2026; applications reopen on 1 January 2027.[^27]

Can Japanese nationals work without a permit?

Reported sources say no: the old treaty-based exemption ended in 2016 to 2017, so employees need a permit through the normal route. Check with the IND.[^25]

How many hours do I work and how is overtime paid?

Up to 12 hours per shift and 60 per week, averaging 48 per week over 16 weeks. We found no statutory overtime premium; your CAO or contract decides.[^29]

How much holiday do I get, and what is holiday allowance?

At least four times your weekly working time per year, so 20 days on a five-day week, expiring six months after the end of the accrual year. Holiday allowance is at least 8% of wages.[^16][^30]

What notice and dismissal rules apply?

An employer gives 1 month's notice under 5 years of service, up to 4 months from 15 years, and a transition payment of one third of a month's wage per year of service is due on dismissal.[^30]

How much income tax will I pay, and what is the 30% ruling?

Box 1 rates for 2026 are 35.75% up to EUR 38,883, 37.56% up to EUR 78,426 and 49.50% above, before tax credits. The 30% ruling makes 30% of salary tax-free if you meet the EUR 48,013 salary norm, and falls to 27% for new cases from 2027.[^40][^41]
