Luxembourg is a small and very international labour market. Almost half of the jobs are held by cross-border commuters from France, Belgium and Germany, and almost half of the residents are foreign nationals. Employers range from banks and EU institutions to logistics, retail, ICT and hospitals, and adverts are written in French, English or German, so the languages you can prove matter.
This guide covers the economy in numbers, where to search, the social minimum wage (SSM), permits and the Blue Card for non-EU nationals, labour law, public holidays, CCSS social security and income tax. For neighbouring markets, see our guides to job boards in Belgium, France and Switzerland.
Editorial boundary: This is practical job-search guidance, not legal, immigration or tax advice. We only list figures we could read in an official or primary source, and we mark those that come from press reports or law-firm summaries. Confirm details with ADEM (the employment agency), Guichet.lu, Legilux (the legal gazette), STATEC (national statistics), the CCSS (social security), the ACD (direct tax administration), the Immigration Directorate or your employer before you sign.

Labour-market measures:
| Measure | Value | Source |
|---|---|---|
| Unemployment, September 2026 (seasonally adjusted, national registered-jobseeker rate) | 6.5% (6.3% in July); 20,269 resident jobseekers available on 30 September 2026, +7.1% on a year earlier | ADEM / STATEC[^2] |
| Unemployment, 2025 (ILO-modelled) | 6.3% (6.4% in 2024); youth, ages 15 to 24: 21.5% (21.7% in 2024) | World Bank[^1] |
| Domestic employment, 30 June 2026 | 539,405 jobs: 465,632 employees, 41,622 civil servants, 32,151 self-employed | IGSS[^3] |
| Cross-border commuters, 30 June 2026 | 240,335, or 44.6% of all jobs; among employees, 229,997 of 465,632 (49.4%) | IGSS[^3] |
| ADEM vacancies, August 2026 | Stock of 6,715 jobs (+2.7%); 2,768 declared in the month | Government release[^4] |
| Population, 1 January 2026 | 690,959, of whom 322,050 foreign nationals (46.6%) | STATEC[^5] |
| Inflation (NICP), September 2026 | 2.9% (2.2% in August) | STATEC[^6] |
The ADEM rate is the national registered-jobseeker rate that STATEC computes, not the ILO-modelled World Bank series. GDP per person is high partly because cross-border workers add to GDP without being residents.
What this means for a job seeker: unemployment is moderate at 6.5%, but it was 21.5% for ages 15 to 24 in the World Bank series, and 240,335 commuters hold 44.6% of the jobs, so you compete with a regional pool of candidates, not only with residents.

Other names you will meet are Michael Page and Robert Walters, and the employers BGL BNP Paribas, Spuerkeess, BIL, POST, ArcelorMittal, CHL and HRS (hopitauxschuman.lu); we could not confirm working careers links for them. The Moovijob Day fair took place on 20 March 2026 at Luxexpo The Box, reportedly free, with 150 or more companies; no 2027 date is confirmed.[^8]
What this means for a job seeker: pair ADEM or EURES with one or two private boards (jobs.lu, Moovijob, Jobfinder) and a LinkedIn alert, and apply directly to large employers. Use GovJobs only if you can meet the language tests.
Registering with ADEM
ADEM says that anyone eligible to work in Luxembourg and available on the labour market can register as a jobseeker, through MyGuichet.lu or by appointment on +352 247 88888.[^9] Guichet adds that third-country nationals must reside legally in Luxembourg or another EU state and be eligible for the labour market.[^10] Frontaliers who lose a Luxembourg job register in their country of residence, which pays the benefit; registering with ADEM is possible only in addition (the Guichet page dates from 2016, so confirm with ADEM).[^11]
Every employer must declare a vacancy to ADEM before advertising it (Code du travail art. L.622-4); the offer then stays active for two months.[^12]
EU institutions in Luxembourg
EPSO's careers site is the entry point for permanent EU posts; the EIB, the ESM and the European Parliament run their own pages (linked in the table). The Court of Justice (curia.europa.eu), the Court of Auditors (eca.europa.eu) and Eurostat (ec.europa.eu/eurostat) are also based there, but we did not verify careers links. Portals are global: filter by location and read each notice's conditions.
Recruitment and temporary-work agencies and the no-fee rule
A temporary-work agency needs two authorisations: an establishment authorisation from the Economy ministry and a Labour ministry authorisation valid for one year; unlicensed activity is criminally punishable. The licence rule is Code du travail art. L.131-2, which also refuses the authorisation if the registered office is outside the EU.[^13][^14] A temp worker is the agency's salaried employee and is paid by the agency.
We found no Code du travail article that bans agency fees, so we cite none. What is verified is that ADEM's placement operations are free (art. L.622-8(2)), and that ADEM states it never requests payment for job offers or work visas.[^14][^15] Never pay anyone for a job offer or a visa.
Pay in 2026: the social minimum wage (SSM)

The social minimum wage (SSM) rose by an index tranche of 2.5% on 1 June 2026 (index 992.24, up from 968.04). The official table, valid from that date, is below.[^16]
| Worker | Share of SSM | Per month (EUR) | Per hour (EUR) | USD per month |
|---|---|---|---|---|
| Adult, unskilled (18+) | 100% | 2,771.33 | 16.0192 | about 3,108 |
| Adult, skilled (18+) | 120% | 3,325.59 | 19.2231 | about 3,730 |
| Age 17 to 18 | 80% | 2,217.06 | 12.8154 | about 2,486 |
| Age 15 to 17 | 75% | 2,078.49 | 12.0144 | about 2,331 |
The previous rates, from 1 May 2025 (index 968.04, +2.5%), were EUR 2,703.74 (unskilled) and EUR 3,244.48 (skilled).[^16][^17] The SSM is part of the Code du travail (Book II); we did not re-read the article numbers.
USD amounts use the ECB reference rate of 20 October 2026: EUR 1 = USD 1.1215 and EUR 1 = JPY 177.34, so the unskilled SSM is about USD 3,108 (EUR 2,771.33 x 1.1215) or USD 17.97 an hour.[^18][^19]
Press reports a government bill for a 3.8% rise on 1 January 2027, to EUR 2,876.60 (unskilled) and about EUR 3,452 (skilled); it is not yet adopted by the Chamber.[^20] The next automatic indexation tranche triggers when the half-yearly average index reaches 1,064.75; it was 1,058.56 in STATEC's 7 October 2026 reading.[^6]
What this means for a job seeker: the legal floor for an adult is EUR 2,771.33 a month gross, about USD 3,108, and EUR 3,325.59 if the job needs a qualification. Compare any offer with those figures. We found no verified salary survey, so we give no ranges by job title.
Non-EU applicants: permits, the labour-market test and the Blue Card

EU, EEA and Swiss citizens do not need a work permit. EU citizens who stay more than three months register at their commune within three months of arrival (art. 8 of the law of 29 August 2008, consolidated 12 June 2026).[^21]
Third-country nationals (salaried worker). The steps are:[^22][^23]
- The employer declares the vacancy to ADEM before advertising it (the labour-market test).
- ADEM issues a certificate. For one of the 20 "very-shortage" occupations on the list published on 24 March 2026, it takes 5 working days. Otherwise ADEM has 7 working days to check availability, then 5 working days to issue the certificate, or 15 more working days to propose suitable jobseekers if they exist. The certificate is valid for 3 months and cannot be extended.
- The employer signs the contract. The worker applies for the authorisation of stay from abroad, at a Luxembourg or Belgian consulate for a visa D; applications filed from inside Luxembourg are inadmissible.
- On arrival the worker declares arrival at the commune, takes a medical check and applies for the residence permit before the visa expires. The law sets a decision within 4 months (art. 42(3)). The salary must be at least the SSM, and Guichet says the employee cannot change employer in the first 6 months.[^24][^21]
The law of 7 August 2023 replaced the older "three weeks" wait, so ignore articles that still quote it.[^22] The 2026 very-shortage list includes bank credit and risk analysis, nursing and care, social work, audit and IT development, support and systems administration.[^25] We state no permit duration because the Guichet pages conflict.
EU Blue Card. Since 3 March 2026 the minimum gross salary is EUR 65,652 a year (ministerial regulation of 23 February 2026, previously EUR 63,408), with a contract of at least 6 months and higher qualifications. The permit is valid up to 4 years or the contract plus 3 months (arts 45 and 45-1).[^26][^21] There is a single threshold; reduced tiers were abolished in 2024. ICT permits for intra-corporate transfers run up to 3 years for experts and managers (art. 47-1).[^21]
Graduates. After a Master's completed in Luxembourg or a PhD defended there, a non-EU graduate may apply for a 12-month non-renewable permit to look for work or start a business (art. 67-4); apply at least 30 days before the student permit ends.[^21]
Japanese nationals. Short Schengen stays are generally visa-free for Japanese citizens, but check current entry rules on official EU and MOFA pages, because we did not verify them. The Working Holiday scheme, started in 2024, allows a maximum of 100 visas a year for ages 18 to 30, as a 12-month visa without extension. Applicants need EUR 2,500 in funds and health insurance up to EUR 30,000, and apply in person at the Luxembourg Embassy in Tokyo.[^27]
What this means for a job seeker: a non-EU applicant needs an employer willing to run the ADEM process, so target shortage occupations or a salary above EUR 65,652, and never start work before the authorisation.
Foreigners and frontaliers in numbers
| Measure | Value |
|---|---|
| Foreign nationals in Luxembourg, 1 January 2026 | 322,050, 46.6% of 690,959 (47.0% in 2025); 180 nationalities[^5] |
| EU-27 nationals among foreigners | 242,682, or 75.4% of foreigners[^5] |
| Largest nationalities (share of population) | Portuguese 12.8%, French 7.1%, Italian 3.7%, Belgian 2.6%, German 1.8%[^5] |
| Jobs held by cross-border commuters, 30 June 2026 | 240,335 of 539,405 (44.6%)[^3] |
| Japanese residents (MOFA survey, 1 October 2025) | About 850 (848), reported; 694 in 2020[^28] |
Labour law: hours, leave, pay and dismissal
Articles come from the Code du travail as consolidated on 26 July 2026.[^14]
| Topic | Rule | Code du travail |
|---|---|---|
| Normal working time | 8 hours a day, 40 hours a week; reference period up to 4 months | art. L.211-5 and L.211-6 |
| Maximum working time | 10 hours a day, 48 hours a week | art. L.211-12 |
| Overtime | Paid rest of 1.5 hours per overtime hour; if not possible, pay plus 40%; not for senior executives | art. L.211-27 |
| Sunday work | Plus 70% per hour for permitted Sunday work, plus compensatory rest | art. L.231-7 |
| Weekly rest | 44 hours per 7 days; 11 hours of daily rest | art. L.231-11 |
| Annual leave | At least 26 working days a year | art. L.233-4 |
| Sick pay | Full pay until the end of the month of the 77th day of incapacity (18-month reference); 26 weeks of dismissal protection | art. L.121-6 |
| Maternity leave | 8 weeks before and 12 weeks after birth (20 weeks) | art. L.332-1 and L.332-2 |
| Paternity leave | 10 days on birth | art. L.233-16 |
| Probation | 2 weeks to 6 months (12 months above a set salary level); not renewable | art. L.121-5 |
| Fixed-term contract (CDD) | Maximum 24 months including renewals; renewable twice | art. L.122-4 and L.122-5 |
| Notice, dismissal | Under 5 years: 2 months; 5 to under 10 years: 4 months; 10 years or more: 6 months | art. L.124-3 |
| Notice, resignation | Half of the dismissal notice | art. L.124-4 |
| Severance | 1 month (5 years), 2 (10), 3 (15), 6 (20), 9 (25), 12 months (30 years) | art. L.124-7 |
| Wage indexation | Automatic index tranche of 2.5%; last on 1 June 2026 | art. L.223-1 |
A 13th-month payment has no statutory basis in the Code (likely), so check your contract.
Resigning, dismissal and severance
If you resign, the notice is half what an employer would owe (art. L.124-4). If you are dismissed, ask for the reasons within one month (art. L.124-5); employers with 150 or more staff must hold a pre-dismissal interview (art. L.124-2). Severance starts at one month after 5 years of service and reaches 12 months at 30 years (art. L.124-7). Employers with under 20 staff may extend the notice instead (art. L.124-7). We give no court-award figures.
Automatic wage indexation
Salaries and the SSM are indexed automatically (art. L.223-1). A 2.5% tranche applies when the half-yearly average index passes the next threshold, not when prices rise by 2.5%. The last was on 1 June 2026 (index 992.24, previously 968.04).[^29]
What this means for a job seeker: expect a 40-hour week, overtime compensated in rest time first, at least 26 working days of leave, and notice that grows with seniority from 2 to 6 months.
Public holidays in 2026
Article L.232-2 of the Code du travail lists 11 legal holidays (Christmas counts for two days).[^14]
| Holiday | 2026 date |
|---|---|
| New Year | Thursday 1 January |
| Easter Monday | Monday 6 April |
| Labour Day | Friday 1 May |
| Europe Day | Saturday 9 May |
| Ascension | Thursday 14 May |
| Whit Monday | Monday 25 May |
| National Day | Tuesday 23 June |
| Assumption | Saturday 15 August |
| All Saints | Sunday 1 November |
| Christmas Day | Friday 25 December |
| Second Christmas Day | Saturday 26 December |
If a holiday falls on a Sunday, or two holidays coincide, art. L.232-3 gives a compensatory day within 3 months, in kind only. In 2026 that applies only to All Saints on Sunday 1 November. The Saturday holidays (9 May, 15 August, 26 December) give no extra day.
What this means for a job seeker: 7 of the 11 legal holidays fall on weekdays in 2026, and 1 November gives one compensatory day, so ask HR how your employer schedules it.
Social security: what is deducted and what you get

The rates below apply from 1 January 2026 (CCSS notice of 16 January 2026).[^30]
| Branch (2026) | Employer | Employee |
|---|---|---|
| Pension | 8.50% | 8.50% |
| Sickness and maternity (health) | 2.80% | 2.80% |
| Cash-benefit surcharge (insured entitled to cash benefit only) | 0.25% | 0.25% |
| Dependency (long-term care) | none | 1.40% |
| Accident insurance | 0.65% base; 0.5525% to 0.975% with bonus-malus | none |
| Employers' mutual fund | 0.23%, 0.95%, 1.56% or 2.66% by absenteeism class | none |
| Occupational health (private employers in the multi-sector service) | 0.14% | none |
The contribution ceiling is five times the SSM: EUR 13,518.68 a month on 1 January 2026, and EUR 13,856.63 from 1 June 2026 (IGSS).[^16] Adding the employee rows, we calculate 12.95% for an employee entitled to cash benefit (8.50 + 2.80 + 0.25 + 1.40); your payslip may differ.
- Unemployment benefit (ADEM). 80% of the previous gross wage (85% with tax relief for at least one child), capped at 250% of the SSM, falling to 200% after 182 days of unemployment in 12 months and 150% in the extended period (art. L.521-14). You need 26 weeks of insured work in the last 12 months, ADEM registration, and an involuntary job loss (art. L.521-6, L.521-3). Frontaliers claim from their country of residence, which pays under Regulation 883/2004; ADEM issues form U1.[^14][^31]
- Pension. The old-age pension at 65 needs 120 months of insurance.[^32] If you leave before meeting that stage, a refund of contributions is possible from age 65 when no pension was taken in Luxembourg or abroad on those periods; the State's share is excluded and all benefit rights end.[^33]
- Maternity and paternity. 20 weeks and 10 days of leave (see the labour-law table); parental-leave income is EUR 2,703.74 to EUR 4,506.23 a month full-time.[^34]
- Family benefits. Family allowance of EUR 307.35 per child a month at index 968.04 (before the 1 June 2026 indexation), with supplements of EUR 23.23 (ages 6 to 11) and EUR 57.99 (12 and over); birth allowance of EUR 580.03 per instalment (three instalments).[^34]
- Japan. The Japan-Luxembourg social security agreement has been in force since 1 August 2017; pension periods can be totalised, and employees seconded for up to 5 years generally stay in the sending country's system.[^35]
What this means for a job seeker: about 12.95% of gross pay goes to social contributions before tax, and the employer adds its own share. Keep your insurance record, because the 120-month pension stage and the 26-week unemployment rule both depend on it.
Taxes on your salary
Luxembourg's personal income tax scale is progressive, with 23 bands. The base tariff from the ACD has applied since 1 January 2025, with no later adaptation.[^36]
| Annual taxable income (EUR) | Rate |
|---|---|
| Up to 13,230 | 0% |
| 13,230 to 15,435 | 8% |
| 15,435 to 17,640 | 9% |
| 17,640 to 19,845 | 10% |
| 19,845 to 22,050 | 11% |
| 22,050 to 24,255 | 12% |
| 24,255 to 26,550 | 14% |
| Then bands of EUR 2,295, rising 2 points each, up to 38% at 51,795 to 54,090 | 16% to 38% |
| 54,090 to 117,450 | 39% |
| 117,450 to 176,160 | 40% |
| 176,160 to 234,870 | 41% |
| Above 234,870 | 42% |
- Employment-fund surcharge: 7% of the tax, and 9% above an adjusted taxable income of EUR 150,000 (classes 1 and 1a) or EUR 300,000 (class 2). The top effective rate is 42% x 1.09 = 45.78%.[^37]
- Tax classes: class 1 uses the base tariff; classes 1a and 2 are usually the single-parent and joint-taxation classes (likely, check with the ACD). A single class "U" is planned for 2028 under Bill 8676, with a plenary vote scheduled for 27 October 2026; it is not law.[^38]
- Employee credits (tax year 2026): the CIS is up to EUR 600 a year for gross salary of EUR 11,266 to 40,000, phased out up to EUR 80,000; the CI-CO2 is EUR 216, phased out in the same way.[^39] The CISSM is EUR 81 a month for gross pay of EUR 1,800 to 3,000 (reported); EUR 179 from 2027 is only planned (Bill 8775, not law).[^40]
- Impatriate regime: from tax year 2025, reported by law firms: 50% of gross annual remuneration exempt, capped at EUR 400,000 a year, for the arrival year plus up to 8 tax years, with minimum pay of EUR 75,000 and conditions on prior non-residence.[^41]
- Residence: tax residence is generally tied to a stay of more than 183 days (not verified on the ACD site); frontaliers should confirm their position with the ACD.
- VAT: 17% standard, with reduced rates of 14%, 8% and 3% (PwC, 31 July 2026, reported).[^42]
- Local tax: Luxembourg has no municipal income tax on wages comparable to Japan's resident tax (likely, not in a primary text).
What this means for a job seeker: compare offers on net pay: the first EUR 13,230 is untaxed, 39% starts only above EUR 54,090, and the employee credits help lower salaries.
Languages and what employers expect in a CV
- Languages. Luxembourgish, French and German are the administrative languages, and English is common in finance and EU bodies. Write your CV in the language of the advert; we found no verified sector-by-sector rule. For civil-service posts, candidates are tested since 15 September 2026 on all three languages at B2, B1 and B1; police, judiciary and army posts are reserved for Luxembourg nationals.[^43][^44]
- Format. One or two clear, ATS-readable pages and a short cover letter are editorial advice; follow the advert on photos.
- Privacy. Keep your national ID and passport numbers off the CV, and do not send identity documents before you have verified the employer.
- Diplomas. Register a foreign higher-education diploma at the Ministry of Research and Higher Education (EUR 75 per diploma); this gives the academic title and EQF-LU level but not the right to practise a regulated profession, which needs a separate recognition (also EUR 75).[^45]
- Guides. See our ATS-friendly CV guide and the Belgium and France CV format guides.
Living in Luxembourg or commuting from across the border
On 30 June 2026, 240,335 people (44.6% of jobs) commuted to a Luxembourg job from another country, and the figure rises to 49.4% among employees.[^3] We give no rent or commuting-cost figures because we found no verified source.
- Telework and tax. For German residents the 2023 avenant tolerates 34 days of telework a year (ACD circular 71 of 18 March 2024).[^46] France and Belgium are reported at 34 days under their agreements; check the current status with the ACD.[^47]
- Telework and social security. A framework agreement for Belgium, France, Germany and Luxembourg has applied since 1 July 2023. Telework in the residence state must stay below 50% of working time, and employer and employee must request it jointly; without it, the general rule moves affiliation to the residence state when a substantial part (at least 25%) of the work is done there.[^48]
Verify a listing before sharing documents
- ADEM warns about fake emails from @jobs-luxembourg.org asking for fees for jobs or visas, a fake domain adem-etat.lu (September 2025), a phishing "annual statement" email (2 October 2026) and fake TikTok accounts, because ADEM has no TikTok account.[^49]
- ADEM says it never requests payment for job offers or work visas.
- Check the sender's domain, the employer's legal name and its careers page before sending documents; for general phishing see the police prevention page.[^50]
A seven-day search routine
- Day 1: pick two sectors and save 20 adverts.
- Day 2: extract repeated titles, skills and languages.
- Day 3: build one master CV and a tailored version for the strongest sector.
- Day 4: set alerts on ADEM/EURES, jobs.lu and Moovijob, and check employer pages.
- Day 5: register with ADEM if you are eligible, and if you are a non-EU applicant, check the shortage list and the Blue Card threshold.
- Day 6: send targeted applications in the advert's language.
- Day 7: review replies, drop weak sources and keep the two channels that gave recruiter contact.
Final checklist before you apply
- [ ] My CV is in the language of the advert and has no national ID or passport number.
