The practical rule: Kuwaiti nationals should register with the Civil Service Commission and apply directly to large employers' national programmes. Expatriates should focus on LinkedIn, Bayt and GulfTalent, and specialist roles that are hard to fill locally.

Exit permits and other 2025 changes
Since 1 July 2025, expatriates working in the private sector on Article 18 permits need an exit permit approved by their employer before leaving Kuwait, even for a short trip.

PAM has said the permit records your departure and does not oblige you to return on a specific date. Plan trips early and keep a copy of the approval.
Avoiding recruitment scams

- Fees for a visa or job offer. Recruitment and visa costs must be paid by the employer.
- "Free visa" offers. Buying a residence permit that is not tied to a real job is illegal. If your sponsor reports you as absent, you can be detained and deported.
- Fake government payment sites. Messages about unpaid fines or visa problems that link to payment pages are a known scam. Check only on the official PAM portal or the Sahel app.
- Passport confiscation. Employers are not allowed to keep your passport. Complain to PAM or your embassy if this happens.
